At the January 19 meeting, the Council issued a memorandum encouraging agencies and labor-management forums to continue moving forward on pre-decisional involvement as provided under Executive Order 13522. The Council reviewed results from a survey of agencies on the status of their implementation plans. The Council also received reports from the Metrics and Telework Work Groups, as well as continued training for labor-management forums.

On March 16, 2011, the National Council on Federal Labor-Management Relations met to discuss the progress agencies are making on establishing their labor management forums, implementing their collective bargaining pilot projects, a new training tool to educate Federal employees, managers, and union officials about the Executive Order, and to share success stories from DHS, USDA, and OPM. The Council also received a report on the progress on the Telework Work Group, and heard public comment on pre-decisional involvement. The meeting was open to the public.

On May 18, 2011, the Council met to discuss preliminary reports received from agencies’ progress in establishing labor-management forums. As part of this discussion, the Council received a report from the Metrics Workgroup on these forums’ use of metrics in evaluating their performance. The Council also heard from the Employee Performance Management Workgroup, and two reports on successful partnerships at the Departments of Commerce and Navy. The meeting was open to the public.

On September 21, 2011, the Council met to receive a status report on the metrics submissions used by agency labor-management forums and metrics webinar produced by the Department of Veterans Affairs and AFGE. The Council also received a report from the Employee Performance Management Workgroup. The meeting was open to the public.

On October 19, 2011, the Council heard an update to the status of 7106(b)(1) pilot programs. The Council also heard an update on the Performance Management Accountability Framework. The meeting was open to the public.

The Council met to receive the GEAR report and hear from OPM and the Department of Energy on plans to implement pilot projects adopting recommendations from GEAR. The Council also established a workgroup to head-up the Council’s reporting requirements to the President regarding 7106(b)(1) pilot projects as required under the Executive Order. Finally, the Council heard public comment. The meeting was open to the public.
